Independent Review Committee EXECUTIVE SUMMARY INTRODUCTION This Report of the Highway Review Committee (HRC), which was established to undertake a technical review of the Debe to Mon Desir segment of the extension to the Sir Solomon Hochoy Highway (SHH), comes at an important juncture in the fiftieth year of our evolution and development as an independent State.
The exercise demonstrated the advent of an era of enlightenment in which the governance machinery of State and civil society representatives, while in an entrenched face-off of divergent positions, embraced an opportunity to reflect on common interests often assumed in a modern democracy and indeed in the safeguards enshrined in our Constitution.
